The Oceania Customs Organization (OCO) has 23 independent, self-governing nations and territories that are autonomous Customs jurisdictions in the Pacific. Established in 1986, OCO’s mandate is to promote effectiveness and efficiency of Customs Administrations in the harmonization and simplification of Customs procedures, Facilitation of Trade, Law Enforcement and building the capacity of members in meeting the development objectives of their Governments.
Expressions of Interest [or “EOI”] are invited from Consulting Firms for the undertaking of Consultancy Services for the framing of policies, developing Performance Management System and conducting Competency Assessments.
SCOPE OF WORK:
In the light of above, the following consulting works are to be taken up by the external consultant:
- Framing of Policies:
- Development of an OCO Remuneration Policy.
- Development of KPI/KRA based Performance Management System and Competency
Mapping (Assessments to also be carried out).
Required Competencies
The Consultant(s) should be reputable and technically qualified organisational development consultants that already have extensive expertise in organisation design, labour market analyses, management and organizational development.
